The Federal Communications Commission (FCC) has officially approved a new centralized E-Rate bidding portal that will take effect in Funding Year 2028. This decision represents one of the most significant updates to the E-Rate competitive bidding process in recent years.

FY2027 Filings Remain Completely Unchanged

If you are preparing your E-Rate applications for Funding Year 2027, you can proceed as normal. Form 470 postings, competitive bidding requirements, and all filing deadlines will operate exactly as they have in previous years.

What the FCC Approved

In a 3-0 vote, the FCC adopted the Report and Order introducing a mandatory centralized bidding portal for the E-Rate program. Starting in Funding Year 2028, vendors will submit bids through a new USAC-managed portal instead of sending them via email.

Applicants will also be required to upload key documents including bid evaluations, vendor selection decisions, contracts, and related communications. The portal is scheduled to open for competitive bidding on or around July 1, 2027.

Key Commissioner Positions

  • Chair Brendan Carr voted in favor of the Order.
  • Commissioner Trusty supported the measure but stressed that enforcement during the rollout should include a reasonable learning curve and avoid a “gotcha” approach.
  • Commissioner Gomez approved in part and dissented in part. She raised concerns about the impact on small, rural, tribal, and under-resourced applicants, noting that the final rules go well beyond the original Inspector General recommendations.

Both commissioners emphasized the need for adequate training and stakeholder feedback before the portal becomes mandatory.

Strong Opposition from the E-Rate Community

The decision followed significant pushback, with more than 90 organizations — including school districts, library associations, state E-Rate coordinators, and service providers — filing comments in opposition or requesting major changes.

What This Means for E-Rate Applicants

The new portal shifts the E-Rate program from trust-based compliance to proof-based compliance. Schools and libraries will need stronger documentation practices starting in FY2028. However, the final text of the Report and Order has not yet been released. Once available, our team will publish a detailed analysis.
