Rural school districts face unique challenges — limited resources, smaller student populations, and often greater distances from support networks. Yet they play a vital role in their communities. The Small, Rural School Achievement (SRSA) Program offers a powerful way to bridge those gaps by providing flexible federal funding to boost student academic achievement.
At E2E Exchange, we specialize in helping eligible rural LEAs (Local Educational Agencies) navigate and secure this funding with minimal hassle.
What Is the SRSA Grant Program?
Administered by the U.S. Department of Education under the Rural Education Achievement Program (REAP), SRSA delivers formula-based grants directly to qualifying small, rural school districts. The goal is straightforward: give rural schools the financial support they need to improve teaching, learning, and student outcomes.
Eligible districts can use SRSA funds for activities authorized under several key federal programs, including:
- Title I, Part A — Improving basic programs (e.g., entrepreneurial education supplements)
- Title II, Part A — Supporting effective instruction (e.g., teacher stipends and mentoring)
- Title III — Language instruction for English learners
- Title IV, Part A — Student support and academic enrichment (e.g., bully prevention programs)
- Title IV, Part B — 21st Century Community Learning Centers (e.g., expanding arts or after-school programs)
The program also includes Alternative Fund Use Authority (AFUA), which gives SRSA-eligible districts even greater flexibility to redirect certain Title II and Title IV funds to meet local needs.
Who Qualifies?
A district must be both small and rural:
- Small: Average daily attendance (ADA) under 600 students, or serves schools in counties with fewer than 10 persons per square mile.
- Rural: All schools have an NCES locale code of 41, 42, or 43 (Rural, Fringe/Distant/Remote), or are in a state-defined rural area.
Awards are calculated by formula (up to a $60,000 maximum) and depend on factors like student enrollment and prior Title II/IV funding. Applications for FY2026 are open through May 18, 2026.
